MINUTES OF OCTOBER 12, 2022, BOARD OF TRUSTEES MEETING

Board members:    Joe Sarver, President

-    Mr. Sarver called the meeting to order at 5:51P.M.

-    The minutes from September 14, 2022, Board Meeting were presented.  Mr. Reyes-Guerra made a motion to approve the minutes and Mr. Clemmons seconded. The motion passed by unanimous vote.

-    The agenda was presented. Mr. Reyes-Guerra made a motion to approve the agenda and Mr. Wilkinson seconded. The motion passed by unanimous vote.

-    Mr. Wilkinson made a motion to suspend the order of the agenda and allow Ms. Weems to speak first. Mr. Reyes-Guerra seconded. The motion passed by unanimous vote.

   

-Remarks, inquiries, and requests from citizens
Report from the Fire Chief
•    Operations Report
•    Final inspection of the new E185 planned for the week of November 14
•    Committee being formed to look at selling Q181 and E181
•    Station 181- will form committee to determine what can be done to refresh the station and making it more functional.
•    Shelby County Emergency Service- Chief Wilks attended a meeting that provided an update on the possibility of a County Emergency Service Authority. An additional meeting has been planned to discuss what an Emergency Services Authority would look like and how it would be funded.
Financial Report
•    Need to elect new Secretary for the Board and get bank approval to sign checks
•        Mr. Clemmons was nominated to secretary/treasurer. No other nominations. Mr. Wilkinson made motion to approve Mr. Clemmons as secretary/treasurer and Mr. Reyes-Guerra seconded, and all voted for Mr. Clemmons.
•    Auditor request to have 2nd party verification
o    Need to assign a board member to review financials each month prior to reconciliation – auditor will provide a check list to follow
o    Need a board member to approve bills along with the fire chief
o        Mr. Clemmons made a motion to approve Mr. Wilkinson to review and approve bills prior to paying. Mr. Reyes-Guerra seconded and all approved and the motion passed.

Unresolved Business
•    Amend Education Incentive Policy to give officers attending Paramedic School a 1 step increase in pay.
•        Mr. Reyes-Guerra made motion and Mr. Clemmons seconded. Motion passed.

New Business
•    Resolution to request Attorney General opinion
•        Discussed legal issues/procedures related to service fees, fee schedule, ambulance transport fees.
•        Ms. Weems presented a written resolution to request an Attorney General’s opinion on whether the Fire District can form a special purpose district with taxing authority.
•        Mr. Wilkinson made motion to approve Barry Clemmons as the secretary for the purpose of signing the resolution. Mr. Reyes-Guerra seconded the motion and the motion passed.
•        Mr. Reyes-Guerra made a motion to approve the resolution to the Attorney     General and Mr. Wilkinson seconded, and the resolution passed unanimously.

•    Towers Home-Oak Tree Subdivision Annexation
    Mr. Wilkinson made motion to approve the letter to be sent Ms. Weems for     review and approval and to allow the Fire Chief to engage in negotiations with     Tower Homes to bring them into the District. Mr. Reyes-Guerra seconded, and     the motion passed unanimously.
•    District vote- what is to be proposed
•    Staffing Issues- short time, long term
•    Transport Billing changes
•    District Survey- Looking to send out / hand out a survey card to see what the public would support for the growth of the district.
•   


Motion to adjourn- Mr. Reyes-Guerra made motion to dismiss and Mr. Clemmons seconded 7:04 P.M.
