- Mr. Sarver called the meeting to order at 5:53P.M.
- The minutes from August 10, 2022, Board Meeting were presented. Dr. Lamberson made a motion to approve the minutes and Mr. Reyes-Guerra seconded. The motion passed by unanimous vote.
- The agenda was presented. Mr. Reyes-Guerra made a motion to approve the agenda and Mr. Wilkinson seconded. The motion passed by unanimous vote.

Report from the Fire Chief
• Operations Report- 291 incidents for month, 1 structure fire in Shoal Creek. Response times are maintaining. Made the decision to continue running the Support Unit to gather more data on improving response times.
• ISO grading on July 11, 2022. Awaiting our updated scoring.
• Received response from Governor Ivey’s that we would not receive any funding from ARPA funding.
• Tommy Tuberville’s office contacted CVFD to pass on information about a USDA loan that may help with rebuilding fire station
• Update on past annexation- lawyer has issued letters to the City of Chelsea to address past annexations that did not follow procedures as set forth in Act 99-245 regarding annexations. We have had no response from the City of Chelsea.
• Special Purpose District- Shelby County Commission would not support the idea of a Special Purpose District. Mr. Wilkinson made motion to approve Chief Wilks to pursue information on establishing a Special Purpose District through legislation. Dr. Lamberson seconded and the motion passed.
• District Vote-
• Officer promotions- Mr. Reyes-Guerra made a motion to stand by the deadline set in the email for the promotion process, Mr. Clemmons, and Dr. Lamberson simultaneously seconded the motion and the motion passed.
• Mr. Reyes-Guerra made a motion to pass the administrative procedure for handling late submittals of promotional packets.

o Recommend change to Salary and Benefits policy to pay full time primary Firefighter rank that are attending paramedic school Step 1 paramedic pay while in school and passing all course work. Mr. Wilkinson made motion to amendment to successful completion of program and licensure. Seconded Mr. Clemmons.
o Mr. Wilkinson made motion to approve as amended and Mr. Reyes-Guerra seconded, motion passed.

-Motion to accept Ron Coblentz to the Board for place 2, Mr. Reyes-Guerra motioned, Dr. Lamberson seconded.
• Approval of Fiscal Year 2023 Budget. Mr. Clemmons made motion to pass budget and Mr. Reyes-Guerra seconded and motion passed.
• Approval changes to By-Laws Section 5 “Trustees present via electronic or telephonic means my not vote”. Mr. Wilkinson made motion to approve, and Mr. Clemmons seconded, motion passed.
• Requesting approval to provisionally promote Battalion Chief and Captain on October 1, 2022, with official promotion effective December 1, 2022 (Chief Roy official retirement)
-Mr. Reyes-Guerra made motion to approve provisional promotion and Mr. Clemmons seconded, motion passed.
• Mr. Reyes-Guerra made motion to seek legal guidance on Item 14 of Schedule of Service charges, Mr. Wilkinson seconded, and motion passed.
