MINUTES OF THE APRIL 12 2023, BOARD OF TRUSTEES MEETING

•    Mr. Wilkinson called the meeting to order at 6:00 P.M.

•    The minutes from the March 8, 2023, Board Meeting were presented.  Mr. Sarver made a motion to approve the minutes and Mr. Reyes-Guerra seconded. The motion passed by unanimous vote.

•    The agenda was presented. Mr. Reyes-Guerra made a motion to approve the agenda and Mr. Sarver seconded. The motion passed by unanimous vote.

•    Remarks, inquiries, and requests from citizens

•    Mr. Sarver made a motion to move the Fire Service Contract with 280/43, LLC to the top of the agenda. Mr. Reyes-Guerra seconded the motion and it passed unanimously.
Report from the Fire Chief
•    The new Ladder truck has arrived and preparing for service. Currently, mounting equipment and plan to have in service May 1, 2023. Will be designated as Truck 181
•    The Sutphen Ladder is to become primary reserve apparatus. Will be designated as Quint 183.
•    International pumper and an ambulance to be sold as surplus. Mr. Reyes-Guerra made a motion to sell the surplus rescue unit. Mr. Clemmons seconded, and the motion passed unanimously.
•    Meeting in Montgomery- Update on two separate visits to Montgomery to make connections with legislators and to gather information on amendments to legislation.
•    Strategic Plan- Batt. Chief Woodley is in charge of updating and maintaining our strategic plan. He has been tasked with forming a committee to begin updating our plan. Committee will meet this fall.
•    Community Advisory Committee- Need to determine what the intent of the committee will be, how many will serve on it, and who will serve.

    -Continuing to work with the auditor to improve tracking methods
    -Added expense account 52013 Emergency Medical Transport Fee (Medicaid) to track payments to the Alabama Revenue Department regarding ambulance transport fees required to be paid to the state.

o    Firehouse Sub Grant application for Wildland Pump and tools
o    Resource Conservation & Development Grant – Electric PPV fans

•    Discussion of new staffing model in relation to Community Vote approval
•    Signed contract with EEP for new ambulance $290,000
•    Fire Service Contract with 280/43, LLC- Mr. Sarver made a motion to approve G. Wilkinson the authority to execute the contract. Mr. Clemmons seconded, and the motion passed.
•    Renewal of Cahaba Valley Fire & Hoover Fire Automatic Aid Agreement   
•    The board needs to discuss and decide if they are or are not going to raise the annual service charges by 5 percent for FY2024, since the $125 residential increase and 23.5% increase on other properties passed. The Board chose not to increase annual dues by 5 percent.
•    B. Casey to present information on general and liability insurance coverage cost comparison. Alabama Fire and Water Insurance vs. VFIS. Does the board want to engage a quote from Alabama Fire and Water Insurance?
   



Motion to adjourn- Mr. Sarver made a motion to dismiss and Mr. Reyes-Guerra seconded, all in favor 7:51 P.M.
